CONTROLLED PARKING ZONE

(SOUTH CENTRAL BRIGHTON) (SCB) ORDER 2006

NOTICE is hereby given that Brighton and Hove City Council propose to make a permanent Order under the relevant sections of the Road Traffic Regulation Act 1984, as amended, to introduce the South Central Brighton (SCB) Controlled Parking Zone (CPZ). Restrictions on the City Central Area Bus Corridor on sections of Dyke Road, Western Road and North Street will be incorporated into the SCB Order.

The effects of the proposed Orders are as follows:-

The Order will introduce kerbside restrictions where permit holders and short and medium term visitors to the area may park within the South Central Brighton (SCB) CPZ. Permits will be issued to residents, the cost of which will be £80 per year. Disabled residents who have a blue badge and wish to park in resident parking places will be required to purchase a resident permit for a small administrative charge (currently £5). A resident for the purposes of this scheme is a person whose usual residence is at premises, the postal address of which is in any of the qualifying streets specified below:-

The Order also proposes to introduce visitor, carer, doctor and business permits all of which will be subject to restrictions. Briefly, in the case of visitor permits, applications will only be accepted from residents within the scheme, there will be a limit of 25 permits issued to a resident in any 12 month period and each permit will cost £1.00 per day. A carer’s permit can be applied for if the carer, who does not have to be a resident, has to visit a resident or residents within the area of the scheme and that resident or residents is by virtue of age and or suffering from physical/mental infirmity or a woman requiring anti or post natal care in need of a carer. The carer scheme will be open to non-professional carers. Doctors permits will be issued, at a cost of £80 per year, to any fully registered person operating from a premises located within the proposed SCB CPZ.

Please note generally that in respect of the issue of any of the types of permits referred to above, the City Council will exercise its discretion to ensure as far as possible that those priority groups are issued with permits first but the City Council cannot guarantee that everyone will be issued with a permit or that a parking space will be available. The costs of the permits referred to in this Notice take effect as from the date this Order comes into force.

Parking bays of the following types will be introduced in the South Central Brighton (SCB) CPZ with the hours, charges and eligibility shown: -

Exclusive Resident Permit bays (Monday to Sunday 9am to 8pm): -

Shared resident permit and medium tariff medium term pay and display bays (Monday to Sunday 9am to 8pm, 4 hours no return within 4 hours):-

£1.50 for up to 1 hour, £3.00 for up to 2 hours, £6.00 for up to 4 hours. Free for permit holders.

A vehicle displaying a valid permit, a vehicle displaying a valid disabled persons badge and a vehicle displaying a valid pay and display ticket.

Bedford Square, Clifton Place, Montpelier Street, Montpelier Villas, Norfolk Terrace, Sillwood Street.

 

Shared resident permit and high tariff short term pay and display bays (Monday to Sunday 9am to 8pm, 2 hours no return within 4 hours):-

£1.50 for up to 30 minutes, £3.00 for up to 1 hour, £6.00 for up to 2 hours. Free for permit holders.

A vehicle displaying a valid permit, a vehicle displaying a valid disabled persons badge and a vehicle displaying a valid pay and display ticket.

Bartholomew’s, Black Lion Street, Cannon Place, Castle Street, Middle Street, Preston Street, Queen Square, Regency Square, Russell Square, Spring Gardens, Spring Street, Stone Street, Tichborne Street.

 

Exclusive medium tariff short term pay and display bays (Monday to Saturday 9am to 6pm, 2 hours no return within 4 hours):-

£1.50 for up to 1 hour, £3.00 for up to 2 hours.

A vehicle displaying a valid disabled persons badge and a vehicle displaying a valid pay and display ticket.

Exclusive high tariff short term pay and display bays (Monday to Saturday 9am to 6pm, 2 hours no return within 4 hours):-

£1.50 for up to 30 minutes, £3.00 for up to 1 hour, £6.00 for up to 2 hours.

A vehicle displaying a valid disabled persons badge and a vehicle displaying a valid pay and display ticket.

Provision is also made for Ambulance Bays and Car Club bays. None are included at present but if it is proposed to introduce these in the future an amendment order would be advertised.

The existing Central Brighton (Controlled Parking Zones) (Areas A, B, C, D, E, F, G, J, K, L & Q) Consolidation Order 2001 will be revoked and superseded by this new order, details of which are referred to above and set out in the Order.

A copy of the draft Order and plans showing the lengths of road affected and a copy of the order to be revoked and a statement of the City Council’s reasons for proposing to make the Order may be examined at: -

Brighton Jubilee Library, Jubilee Street, Monday –Tuesday 10am to 7pm, Wednesday 10am to 5pm, Thursday 10am to 8pm, Friday 10am to 5pm and Saturday 10am to 4pm.

All objections and other representations relating to the draft Order must be made in writing addressed to Traffic Regulation Team, Brighton & Hove City Council, Hove Town Hall, Norton Road, BN3 3BQ or e-mailed to parking.consultation@brighton-hove.gov.uk. All objections must specify the grounds on which they are made and should be sent no later than the 16th August 2006.
